The transcript of the 911 phone calls of American-born Omar Mateen, who killed 49 people and injured 53 at gay nightclub Pulse in Orlando on June 12, 2016, was declassified by U.S. authorities on September 23, 2016. The new transcript includes crucial details omitted from excerpts previously released by the FBI, and allows for a fuller understanding of the profile of the radicalized individual turned lone wolf and his motives.

In language similar to ISIS execution videos and statements promoted by ISIS’ platform Dabiq, Mateen claimed that his acts – reportedly in line with the logic behind the Tsarnaev brothers’ murderous bombing at the 2013 Boston marathon – intended to push for a stop to U.S. airstrikes in Iraq and Syria and a halt in U.S. cooperation with Russia. According to this most recent transcript, Mateen pledged alliance to ISIS three times during the phone calls with the police, and identified the trigger of the spiral of violence culminated in the shooting he planned and executed to be the U.S. airstrikes that killed ISIS key leader in Iraq Abu Waheed in May 2016.

Rukmini Callimachi, a New York Times reporter specialized on al-Qaeda and ISIS, pointed out the strange timing of the release – likely planned on a Friday night to minimize its resonance – combined with previous omissions by U.S. authorities as an attempt to cover up details in the case. Only after significant pressure, a week after the rampage the FBI and the U.S. Department of Justice released partial transcripts of the shooter’s 911 call including references to Mateen’s allegiance to ISIS previously omitted. Moreover, Callimachi stressed how references to ISIS were deliberately avoided in the federal prosecutors’ criminal complaint on the Chelsea bomber, Ahman Khan Rahani. It remains to be seen why U.S. authorities may be calculatingly downplaying the ISIS connection.

SUSPECT: Hello. NEGOTIATOR: Hello, Omar. This is Andy from Orlando Police.

SUSPECT: Mm-hmm.

NEGOTIATOR: Tell me what's going on right now, Omar.

SUSPECT: Yo, the air strike that killed Abu Wahid a few weeks ago.

NEGOTIATOR: Okay. TR0USPECT: That's what triggered it, okay?


SUSPECT: They should have not bombed and killed Abu Wahid.

NEGOTIATOR: I understand. SUSPECT: Do your fucking homework and figure out who Abu Wahid is, okay?

NEGOTIATOR: I understand that. What I need to find out is are you injured? Omar?

SUSPECT: That's none of your business.

NEGOTIATOR: Well, I understand that, but if you're injured I want to get you some help.


NEGOTIATOR: Okay. Do you have somebody with you?

SUSPECT: That's none of your business.

NEGOTIATOR: Okay. Tell me what you want me to pass along. Because I can't sit here and do research. I want to pass along "Tell them to stop bombing in Syria."

SUSPECT: Yes. The air strikes need to stop and stop collaborating with Russia. Okay?

NEGOTIATOR: Okay. I can pass that along.

SUSPECT: And let it be known, let it be known in the next few days you're going to see more of this type of action going on, okay?

NEGOTIATOR: Okay. I understand that. I can pass that along. Where is that going to happen?

SUSPECT: It's none of your business. Just let it be known it's going to be done in the name of the Islamic State, even though it's not fucking air strikes, it's fucking strikes here, okay?”
